Two other genuinely common, specific causes worth checking: a wiring harness connector near the fog light that's come loose or was never reconnected properly after bumper or bodywork repair (a surprisingly common cause after any front-end repair work), and, less commonly but still worth ruling out, animal damage to the wiring loom on a car that's spent time parked outside — rodents chewing through wiring insulation is a genuine, if less obvious, cause of exactly this kind of intermittent or total fog light failure.
